[Advice Wanted]: Just accepted ownership of a 10 gallon tank with a juvenile pleco and raphael catfish. Both tank and fish seem to be in poor condition. Pics and questions within.

Here are some pics.

Backstory The tank was driven to my home from VT (10 hour car ride) by the previous owner. Both fish survived the journey. I was provided with a few materials and some food.

Goal Ive always found aquariums interesting and accepted this tank thinking that it would be a good way to get some cheap equipment and test my interest in the hobby. I would like to clean the tank, rehab the catfish, and someday introduce some dither fish and some hardy plants.

Current State My most immediate concern is to figure out a balance of cleaning/acclimating the aquarium without killing the fish. The tank hasn't been cleaned with a vacuum gravel for two years and the substrate is covered in black algae.

My water is a bit more acidic than the VT water and Ive been slowly vacuuming up dirty water and replacing it with my water via a plastic bag with a small hole. Ive done two cycles of this.

The Pleco looks fine and has been a little active. The Raphael catfish is a lot more stressed. The Raphael's fins are also pockmarked with holes and tears.

Questions

Whats would be a good plan going forwards?

Is the Raphael Catfish sick? Will those fin holes heal?

Should I try feeding tonight?

How detrimental is the grime/algae?

Would removing the substrate entirely help? Or would making a huge change to the tank at this point risk stressing out my fish?

Thanks! Im a bit lost and any input is appreciated.
