Fish gasping when introducing even small amounts of co2

My fish will do a thing where they open their mouths semi rapidly when the co2 turns on. It seems to start at even levels as low as 5ppm.

If it gets over 30ppm they do what is expected and hover at the surface gasping harder because that indicates its just too high.

I'm not really understanding why they behave the way they do long before they should seem to.

I prioritize good gaseous exchange. My surface is broken with a HOB waterfall that over cycles the water. I have a surface skimmer which keeps the top clean and disrupts the surface even more. I should have good oxygen in my tank because of this I would think.
