How do I deal with a bacterial bloom in an already established tank?

My tank has been up for around 3 months and has finished cycling within the first month. I noticed several days ago that the water was getting more and more cloudy. I think the cause was a shrimp food tablet getting lost (i missed the feeding dish) in a heavily planted area which caused the bacterial bloom?

Do I just wait it out or is there a way to speed things along? My tank is 4 feet wide and I cannot see to the other side of the tank. Water changes aren't helping and I cant do a gravel vac because I have a carpet with shrimp grazing.

Is there such thing as too much nitrate?

I've currently got my nitrates sitting at 80ppm+ following a blackout to get rid of BGA. Is this too high to support plant life? My CO2 levels are well above 30ppm and lighting was reduced from very high to medium to stop aggressive algae growth. There are no fish in the tank btw.
