About to loose second Koi to illness.

I have a medium sized koi pond. In the last two weeks, two of my smallest koi began to show signs of fin rot. I dosed the pond with microbelift broad spectrum treatment. Even so, each fish subsequently got worse and worse. Red spots, hiding, fin rot, etc.

All other fish are doing great. I clean my filter pads twice a month, and add water the the pond regularly. Pond is in the Northeastern US. Any advice?
