Green water with 0 ppm of nitrate - Would like advice !

Hi !

My water is green. Sometimes, I cannot see the plants at the back of the aquarium. I have already reduced the photo period, increased water changes frequency (25% a week) and tried a 1 week blackout to no avail. My issue is that all advice online revolves around reducing light or nitrogen input. Since my photo period is already pretty short and that I have no nitrate, I am not sure how to resolve the issue. If you have any suggestion or advice, they would be really appreciated.

  • 1 year old
  • Walstad
  • 20 gal
  • Heavily planted
  • Only snails and shrimps
  • Water parameters : 0/0/0 ppm
  • No filter
  • 78F
  • 6h/d of 30w led at 6000k

What's the name of the red plant that is emerging over the waterline? Can I cut it down without killing it? And can I plant the cuttings?
