Seeking help with pond fish

I moved into a new house in Manchester (UK) just over a year ago and inherited a fish pond with ~15 gold fish and koi. The previous owner said to give about a hand full of pellets twice a week if the temperature is over 10C. So I give a little over a hand full if the temperature is 10C or over on that day.

I have 3 filters/pumps inside - two that go to the waterfall and one that is a fountain in the middle. I need to clean these once every 1/2 months in the summer as they get blocked. I have never had to clean them in the winter.

There are also a lot of little flies around the pond in spring and summer. These seem to be the ones that will bite - not nice as I have two kids ages 1 and 3.

I've been reading various articles online - some saying to feed them 3 times a day, others saying don't feed them at all! Some articles say I may be feeding them too much if the filters are getting full. I am confused and was hoping someone can help me.

My questions are:

  1. Am I feeding the fish right?
  2. How do I get ride of the flies? Or should I leave them as the fish might be eating them. I had a frog in the pond last year - hopefully I'll get another one this year.
