Tank knocked over, axolotl found dried up on the carpet. What do I do now?

I came home to find my cats had knocked over my baby axolotl's tub, the tub was completely empty, and my poor tofu was dried up on the carpet. I scooped him up into some fresh, dechlorinated water, and thankfully he's alive! He's moving around a bit, but he looks pretty rough. He's a golden albino and now he suddenly has red veins all over his body (I'm sure due to the stress??).

What else can I do to help him, if anything? Do I just leave him be in the new water and hope he pulls through?

Does anyone know if PH Down is safe for axolotls? I'm like at 8.1 after a 30% water change and water changes 3 times a week of 20%. I've added some prime and will retest in the morning.

My axolotl's gills are too small and i think she lost it due to high water temperatures (2 years before i didn't know the water temperature axolotls needed and it would usually be around 25-27°C in summer, i live in Argentina) How can I help the regrow of the gills? Temperature now is always about 20° and i feed her with Tropical® axolotl food
