Best beginner tank for a college student

College student here looking for a tank that won't break the wallet and is reliable. Been doing freshwater but I wanna get into saltwater. Would you recommend something from 5-10 gallon or a little bigger like 15-20. Any help or tips would be greatly appreciated.

My LFS sometimes has these vivid glowing hammers. I want one, but not sure if bleached or just naturally glowing. The hammer kinda looks translucent. Help!

I want to start a pico reef, but first a few questions

I should probably start by saying I know it's significantly more difficult to do a pico than a larger one, but I have a limited amount of space to work with so I'm going to give it a shot anyway. I have done saltwater before as well as smaller freshwater tanks, so I'm confident about my ability to commit the effort to maintain it.

Anyway, the questions. First, lighting. I only plan on doing soft corals since those are the ones I like most, would should the Coralife marine clip-on LED work fine for that? Amazon reviews seem to suggest it would, but I figure I should ask anyway just in case.

Second, since space is limited, would I be able to use an oversized HOB filter to both work as a sump and to get the necessary flow? Or would it not work since the flow would be coming downward as opposed to the sideways I would get from a powerhead?

And third, could I keep a skunk cleaner shrimp in there? I really love those, but couldn't keep one in my previous saltwater aquarium since I planned poorly and had a predator in there before I could get the shrimp.

I almost forgot to mention, the tank I have that I'm going to be using is a 3 gallon cube.
