Please Help. Tank parameters are all fine. But my boy Morph is lethargic and sitting on the bottom occasionally tilting to the side then correcting. Help Fixing Tank Imbalances

I tested my water for the first day today, and I could use some guidance on fixing some issues.

Numbers:

pH: 8.2 - my reading indicates it should be closer to 7.5 for a goldfish. Is there a good way to fix this? Obviously, I don't want to go dumping vinegar into the tank!

Ammonia: 0 - yay!

Nitrite: 0 ppm - also yay!

Nitrate: 40-80 ppm - I couldn't tell the color difference between the 40ppm and the 80ppm readings, so this range is as good as I have. I recently added a bio-boost to the tank because I learned that I likely killed all the "good bacteria" by washing the filter media with tap water. Will this eventually come back in line once the bio-boost does its magic?

Hardness: 27 gpg (which I think converts to 461.7 ppm?) - I live in a place with super hard water. Not sure if this is affecting my goldfish at all or if it's ok.

25 Gallon Thoughts

Hi there! I recently picked up a 25 gallon aquarium (yay craigslist!) and I'm thinking of keeping a goldfish. From tank size recommendations, I'm thinking just one fancy goldfish- is it a bad idea to have just one fish? Would it be bored/lonely/depressed? I've also considered the possibility of an indoor pond in a storage bin (safe plastic, filter, etc) with more space. What are your thoughts and recommendations? Thanks all :)
