Substrate for a 10-gallon nano tank?

Hey everyone, I'm going to be starting a 10 gallon nano tank. I'm using a Fluval Aquaclear 20 and a 20" LED system for the tank (standard 10-gallon tank). I will not be running CO2 on the tank, and will not be dosing. I'll most likely stock the tank with a few cheap Neon Tetras and a lot of low-light plants. I'm torn on what type of substrate to use to maintain very high plant growth. Can you guys give me suggestions based on your experience? Price isn't too important here, so any pricy option recommendations are welcome. Thanks!
