Advice on an upcoming 12 gallon long tank

For those who are unfamiliar with the 12g long tanks, they have some unique dimensions. 35.5" length, 8" width, 10" height.

Wondering about the amount of substrate I need, and filter that would work best. Stocking that I plan on is a wild betta, along with a school of ember tetras, possibly some corydoras or kuhli loaches but they're still up in the air. This would be my first time with wild bettas, and I am not sure how they handle flow. I was between the eheim 2211, 2213 and 2215 as a reference on filters.

Substrate I plan to use is some eco-complete, would I be alright with one of the 20lb bags?

Goal of this tank is a low-tech system, probably going to grab a finnex 36" stingray or a NICREW of the same length. Would these be too strong and risk algae at that low of a depth?

Suggestions for a theme or aquas cape? Was thinking more of a river idea but I am kinda limited on supplies at my LFS so online is sometimes better

Does this ludwigia look normal? I’ve let it grow wild and am curious if the roots on the stems are normal

My sword plant has been growing these stems with new leaf bunches. This one grew out of the water. Will it die if it’s not wet?

how long till tap water loses chlorine with a dechlorinator solution?

as the title suggest,
if i put dechlorinator in a bucket of water, how long do i have to wait to put that into my tank.

My tank is very high light, no CO2, and I’m having trouble finding plants that will grow tall. Any suggestions for a background plant? Cabomba, Ludwigia both become stunted.
