Is this ich? I have been quarantining this goldfish for 2 weeks and I just noticed this white growth today. I'm new to fish keeping so Im not if its ich or not.

My goldfish likes to flip upside down for a few seconds, and then takes off and spazzes off and acts normally. He does it like 3 or more times a day, but he seems perfectly fine. Is this normal? Does he do it for fun? He seems happy /shrug
