Massive hair algea outbreak any suggestions?? ​​​

Really could use some help/ suggestions here I've had a massive hair algae outbreak and nothing I've tried seems to be combatting it. I have had phasoguard in my filter since I noticed it and it just keeps growing. even went so far as to get a small uv light to try and combat it but it only took care of the algae on the glass. I got a reef cleaner pack from http://reefcleaners.org for a 20 gallon tank and its been about 3 weeks and doesn't seem to be helping either. yesterday I loosened up allot of the hair algae in the sand and was able to remove a good about of it but the rocks are hard to get it off of. any suggestions moving forward to try and combat it ?

I called my lfs they have a 50 gallon waterbox with stand for 800 the tank itself on waterbox is 600 plus a stand. So it's a great deal, but I dont know if I'm ready for that big of a tank, I have a 65 gallon fresh water which is pretty sustainable by itself with a water change every 2 weeks because ita heavily planted. But I dont know if I have the time or commitment I am a part time college student who works full time it would be a soft coral reef tank so it shouldn't be too hard but I also have a strict workout schedule the only time is mainly the weekends to do water changes.

I was originally looking at a 30 gallon waterbox, but this is such a great deal its hard to pass money isnt the issue like most hobbyist experience it's a matter of maintenance which I can do on weekends and spend around 30 minutes a day during the week. Everyone in this hobby says the bigger the better(less of a chance for params and temps to be out of control compared to small tanks)

So I have heard a lot of conflicting information, and I know that all people will really have is speculations, but does anyone have any idea when/if indo will really open up again?

I know that technically the ban has been lifted, but that doesn't really matter until the government starts issuing health certificates again. If anyone knows when this will start happening again, of if I am mistaken, please enlighten me lol.
