Opinion on Nitrate & Phosphate Levels

Reef Masters, can I get an opinion on my current levels? Tank is 120 gals (30 gal sump), about 5 months old. I've had a problem keeping any of my fish alive the last few months (see previous long post in my history), currently have 2 alive for 2 months now. I do about a 15% water change weekly because I've been concerned about my nitrate and phosphate levels as the culprit of deaths (or just NTS). Any opinions?

Salinity - 36

ORP - 329

PH - 8.1

Temp - 81-82

Ammonia - 0

Nitrite - 0

Nitrate - 20 ppm

Phosphate - .5 ppm

Magnesium - 1350 ppm

Alkalinity - 7.7 dKH

Calcium - >420 ppm (I have a calcium block in the sump, so it registered above the testing levels)

I am looking for a way to make my porch a little more interesting. Would it be possible to keep a reef tank outside on an enclosed porch? Can be away from sunlight and protected. My main concern would be temp but the ocean doesn't have a heater so…?

Dinos and GHA? no matter what I do, its been getting worse. Phosphate around 0.04. Been dosing neonitro to keep nitrates around 5-10ppm. 5day Blackout seemed to help until lights came back on. Ordered UV and poly filter arriving tomorrow.

could my sump idea work?

So I currently have an oase biomaster 350 thermo canister filter on my freshwater but I'm switching to saltwater next week. If I put a sump below and fed the intake in my canister through the sump tank so it runs into the canister could i have a sump as well as my canister?

Edit to specify: I would place a PVC pipe in the sump tank and connect it to the hose/pump on the canister to pull water from that and drain water from the main tank into that sump using the same system.
