Recently got some new fish and although they’ve settled in nicely I haven’t seen the little one stop pestering my larger one. Should I worry about him causing stress to the other?

I am a first time ranchu owner and my baby has cotton fungus on his head and it won't go away! I've tried medicating the water and it would die down but once i stopped it would just come right back. i tried physically removing the fungus today with a q-tip and some of the medication and it has seemed to go pretty deep. Im also having a hard time keeping the water clean. This brown algae keeps infecting the tank and even though I wipe it away it comes back. I just want him healthy and happy!

So a bit of context to start: I'm a beginner fish keeper with two comet goldfish (I've had my first fish around 4 months and second fish around 2 months). They live in a tank that I know is too small and I'm in the process of updating (25l at the moment) with mostly plastic decorations and a couple of marimo moss balls I got online. Even though I'm still learning, everything had been going quite swimmingly (pun fully intended) until recently.

Over the last three days I've noticed that my second comet has been spending a lot of time at the surface, her behaviour has become much more sporadic and yesterday I noticed she's also got clamped fin. Usually these are all indicators of stress and poor water conditions. However, my first fish is completely fine and acting normally.

I've done two 25% water changes in three days, one I did just before posting this. I'm going to update this post with the water parameters in an hour or so when the water has had a chance to mix.

Please, any advice you have on how to help my goldfish and any thoughts as to why only one fish is affected would be so helpful. I love my two water babies and I hate to see them suffer.
