Noob sump return valve and protein skimmer question

Return Valve Question: I read that when plumbing a return line it's wise to have a ball or gate valve on the line to adjust flow rate. My question is, how do you know what to set the valve to? I know you're suppose to have a flow that is about 5x your tank size per hour, but is that some way to actually measure that or determine whether you need more/less flow?

Skimmer question. My protein skimmer (and I assume most/all) has a tube that extends from the cup at the top. It came with a cover that blocks all flow but no instructions and I couldn't find anything clear online. Do I leave the cover off (but doesn't that let all the scum drain out?) or leave it on (but then what's the point of the tube)?

Free 29 Gallon main tank and 20 gallon long sump, never used

If anybody is in the Oakland County, MI area, I have a 29 gallon main tank that has been drilled out and a custom 20 gallon long sump that I made, that I'm looking to get rid of.

I've been out of the hobby for a few months now and I'm moving soon so I would rather give it to someone who will use it rather than throw it away.
