A fantail in a 5 gallon?

I visited my grandfather's friend's house, and he had a fantail in a 5.5 gallon, looking a bit bigger than the babies you see at petco, about the length of an adult betta. He said he had had the fish for almost 2 years, and another in a similar setup for 9 before it died.

He hasn't got a filter, but says he does 80% weekly water changes and puts this "biological booster" every time.

What are the effects of this? What would happen if he just kept it like this? Of course, stunted growth is par for the course, and I told him he should upgrade to a 20 gallon to have a longer lasting, and bigger fish, but he says he can't take care of it. I'm thinking of taking over in any case, as he says he's getting too old to care for it anyway and offered me to take it.

Any advice for helping a floating fry?

My goldfish fry are almost 3 months old now and vary in sizes. One of the smaller babies has been floating for the past 2 months I believe. There are also 2 small lumps on different parts of his stomach, I'm pretty sure they're tumors. I assumed after a while the problem would either go away or he would pass away so I just made sure to keep the water clean and started soaking their food before feeding them to make sure he wasn't gulping up too much air. At one point there was so much swelling the poor guy's stomach was red. At that point I stopped feeding him altogether and the swelling went away after a few days. Every few weeks I stop feeding him for a few days to make sure the swelling doesn't get too bad but I really need a long term solution. He can still eat and swim fine but floats upside down. It's no way for a goldfish to live. Any advice?

New Goldfish.. could use a little help

I'm new to fish. I just got two new Gold fish, a Black Moor and I'm not really sure about the other one.. It's their second day here and the Black Moor isn't being very active compared to the other ? He likes to stay towards the top of the tank and just kinda hangs to one side of the tank. I'm not sure if something is wrong or if he's just adjusting.. or something ? Any advice someone could give would be great.
