Advice for rescuing abandoned goldfish

Hello,

I'm sorry to bother you, but I need advise. My downstairs neighbor decided to go full crackhead and just leave with all of his stuff. Two weeks later, inside their filthy apartment, my landlord and I discovered that he had abandoned his pet goldfish. They seem to have managed to survive by eating another fish that was in there, but the tank is beyond filthy.

So, I feel awful for these fish, but I don't know anything about them, and the only place that I know of that will take them will probably use them as bait. I'm on the way to petco to get some stuff for my cats, but I am a little overwhelmed by all of the information online.

I know that I need around a 20-30gallon tank, but I could be wrong. I also need to know the best way to move them from the filthy water to clean water without causing them too much shock.

I am sorry to come to this sub so ignorant, but I can't stand the thought of just leaving them there without food and filthy water, etc.

Any advice is appreciated.

Update: We just purchased a new tank kit, 10 gallons, with conditioner, light, and what the guy said was necessary (but I guess the heater is not), some of the sand stuff from the guide, etc. My plan is to bring up the old tank, set up the new tank, try to clean the other one a bit somehow. I'm trying to take it a step at a time so that I don't hurt these poor fish. Unless otherwise noted, I'll try to post another update here soon.

Update 2: Here are the fish, the tank, and all of that that I'm working with. If this helps at all.

Last(?) update: This is their new (temporary) home while I clean the other tank and give it time to cycle properly and all of that. I'm going to let it run through with the old and new filter for a couple of hours before I add them into it.

What is this and how do I treat it?

Current parameters:
pH: 7.2
Ammonia: 0
Nitrite: 0
Nitrate: 5ppm

Currently have this guy in quarantine, because I'm not sure what this is. There's nothing in the tank he could really run in to to cause this loss of scales. There's some fake rubbery plants, a HOB filter, and an air stone that lays on the bottom. The parameters in the past have not been out of healthy range, either.

A little bit of history about Popeye the Sailor Fish's health:
He only has one eye, but the pinkish/missing (?) scales are on both sides. He doesn't have any less of an appetite than before and is just as active.
When the scale problem started happening, I treated it with salt and Melafix. That seemed to stabilize the scales to this pinkish, rather than the couple bloody spots that were starting to form. The scale color seems to slowly be coming back on a few scales.

I tried salt and Mardel Quick Cure to clear up what I thought was ich on the tail, but it had no effect.

I'm currently on day 3 of dosing the tank with E.M. Erythromycin to hopefully fix up whatever the lump near his tail is. It does have a little red line leading up to it, so I though it might be something bacterial. This lump appeared about 4 days ago.

Is this bullying or breeding behaviour? I noticed the larger oranger one sometimes chases the slightly paler one.

Algae everywhere

Okay well maybe not everywhere, but it's slowly taking over my tank. It's on my one of my plants, a couple fake ones, and on a portion of my filter. Can I use algaefix to dose my tank? Will my goldfish be okay?
