How shallow does a Young koi aquarium has to be?

I have 5 of them, and they are 4 , 4 inch and 1 , 6 inch. I got a 40 gallon tank but I feel like it's not worth to pour all 40 gallon of water since it's just 5 of them and besides they're young ones, so I decided to pour only 25 gallon of water. Do you think they'll be fine with that?
